Meet the Team
DTCare’s tight-knit team in Bosnia and Herzegovina ensures that our mission is carried out with tact, expertise, and efficiency while considering local culture and tradition.

United States Lead
DTCare was born in 2019 from Marco Gruelle’s vision to give back and help those in need who are often overlooked by larger non-profit organizations. He believes that “smaller actions combined are often more effective than a solo large effort.”Marco obtained a Juris Doctor Degree from Duquesne University as well as a Liberal Arts Degree from Bard College. Marco oversees the DTCare team in its entirety, enforces the company’s organizational mission and vision, leads grant review and US Government relations, and is part of the advisory committee for legal and compliance.
Marco leverages his legal and managerial experience as well as his connections gained through many years of work in the logistics industry to guide the DTCare team passionately and decisively.

Director
Zemira Konjalic graduated from the University of Travnik, Bosnia and Herzegovina, with a Bachelor’s Degree in Education. Her key competencies include program and project management, HR, social media marketing, and photography.Zemira is a skilled administrator with over 20 years of experience in office management including, human resources, payroll, accounting, logistics, and purchasing. Her administrative background encompasses investment, construction, PR, and broadcast media companies, in Sarajevo. Zemira also actively worked with various non-profit organizations and associations in Bosnia to preserve cultural diversity, nature, biodiversity, and to assist displaced and disadvantaged individuals.
At DTCare, Zemira is the in-country program manager for our Bosnia and Herzegovina operations. She is responsible for promoting DTCare’s strategic goals in a post-conflict and multi-ethnic society, developing a sense of civics, peacebuilding, disarmament, as well as advocating for gender equality. With her strong non-profit and management background, Zemira is well-suited and equipped for the role of director.

Technical Advisor
As a prominent international expert for government and trans-national projects on crisis management, environmental assessment, and geospatial sciences, Dr. Smailbegovic acts as a technical advisor for DTCare. His expertise is currently focused in the Western Balkans to assist with the rehabilitation of a post-conflict society.By working with Dr. Smailbegovic, DTCare gains insight into the real-world challenges Bosnians face and the local cultural, economic, and political situation to design programs that will have a long-term positive impact on the communities we are working with to aid and uplift.

United States Grant Liaison
With a formal education in international business management and further education in applied program and project management, Andy Brown blends recent relevant experience and specialized education to create a culturally sensitive structured implementation approach to DTCare’s global mission.Andy believes that a well-developed team and a person’s individual character are the keys to effective operations and sustainable success. He has conducted humanitarian and business operations in more than 25 countries and over a wide variety of business disciplines. Through boots on the ground experience, he has cultivated an understanding of global geopolitics and how it relates to US Foreign Policy in the Middle East, Africa, Central Asia, and the Balkans. Andy has a sense of cultural understanding gained through years of working side-by-side with local peoples including, how history, religion, ethnicity, and other factors must be considered when working in a foreign country.
Some of Andy’s past activities include working on US State Department aid programs in developing nations and post-conflict regions. He specializes in relationship development, organizational leadership, program and project management, process implementation, and working with local people to solve complex issues in their native countries.
